Dear Georgians:
In 2006, our Democratic Party ran a very effective campaign promising to deliver
clear solutions for the problems our State of Georgia and United States are facing
today. After a hard fought campaign, Democrats now hold control of the U.S
House of Representatives and the U.S. Senate by a narrow margin. We have
49 senators democrats, 49 senators are Republican, one senator Democrat
Independent and one senator independent. Our State is currently being
represented by two Republican Senators whose only interest has been to deter the
Democratic control U.S. Senate from delivering to you our platform and commitment
and new agenda for our State Georgia and our Country. It is by introducing and
passing legislation that we will be able to restore common sense to the way our
Government uses its resources. Our Democratic agenda is stalled in the Congress
because we simply do not have enough votes.
Even though the message in 2006 was winning back both houses of Congress,
which thankfully we did, 51 votes is not enough to stop debate in the Senate. In
order to end debate on an issue and bring that issue to a vote on the floor, a cloture
vote must pass with 60 votes and we simply do not have the numbers. Saxby
Chambliss and his fellow Republicans are using their minority numbers in the Senate
to stop our agenda such as providing universal health coverage to every American.
We can end this and move our country forward by having 60 Democratic Senators,
and Georgia can once again have representation and a voice within the
leadership. We have the opportunity to elect a Democratic President in 2008 and
with those same elections, provide the new administration a Congress that is ready
to solve the problems facing our state and our nation. Imagine the possibilities, and
then realize that we can do that together, and it can start right here in Georgia with
our campaign.
When I get to the U.S. Senate, I will make sure that promises made to you are kept.
And I will also make sure that you, my fellow Georgian have the adequate
representation in the U.S. Senate starting January 2009 and an effective immigration
reform.
On this website are some of the priorities I will work hard to achieve as your
Georgia’s U.S. Senator.

En el 2006 nuestro partido demócrata corrió una campaña efectiva para ofrecer
soluciones a los problemas que más aquejan al estado de Georgia y la nación
americana. Después de una fuerte contienda electoral los demócratas lograron el
control de la Cámara de Representantes en el congreso de los Estados Unidos y al
Senado por una escaso margen 49 demócratas, 49 republicanos y dos
independientes para un total de 100 senadores. Los dos senadores que
representan a Georgia Saxbiss Chambliss y Johnny Isakson solo han obstaculizado
las enmiendas a las leyes que realmente pueden beneficiarte a ti y a tu familia y solo
les preocupa los grandes intereses que arropan a Washington, D.C. Verifica bajo
www.fec.gov escribe su nombre bajo candidatos y encontrarás los donantes de
ambos; para que conozcas como es que votan por las leyes y a quienes ellos
benefician.
Es por eso que con tu voto sere Senadora, me aseguraré que todas las promesas
se cumplan incluyendo una reforma inmigratoria realistas y sin violentar los
derechos humanos y que todos los Georgianos sean representados dignamente,
pero ante todo en igualdad de condiciones.
A continuacion estan mis prioridades como Senadora de los Estados Unidos
representando a Georgia:
OPEN AND HONEST GOVERTMENT:
We will end the Republican culture of corruption and restore a government as good
as the people it serves, starting with real ethics reform. I am committed to real ethics
and clear campaign finance reforms that protect our rights and ensure that elected
officials act ethically -- not just within the law, but within the spirit of the law-- and to
represent everybody equally and fairly.
I will make sure that an aggressive campaign financial reform bill is presented the
first day I sworn-in, I will look for the consensus among senators, open this issue to
public hearings to any citizen that wants to speak about this issue, and ask the
Democrat President to sign it into law, so it will enter in effect immediately in order to
stop any politician excesses and restore the public trust. I will present a resolution to
study the possibilities to establish a “cap” for presidential election and U.S. Congress
campaign funds, and also, I hope every state will adopted this election reform.
I am committed to immediate change to lead our country in a new direction, to put an
end to the way of business as usual, and to make certain that our nation's leaders
serve the people's interests, not special interests. For me, this commitment spans
our lifetime, as I am elected to represent the people of Georgia in the U.S. Senate,
not the powerful. My goal is to restore accountability, honesty and openness at all
levels of government. To do so, I will create and enforce rules that demand the
highest ethics from every public servant, cut unethical ties between lawmakers and
lobbyists, and establish clear standards that prevent the trading of official business
for gifts.
ETICA GUBERNAMENTAL Y GOBIERNO LIMPIO:
Yo estoy comprometida a que se logre una reforma de ética gubernamental y de
recaudación los fondos para costear las campañas políticas.
Voy a ser consistente para que se logre una reforma electoral agresiva y
presentaré el primer día de haber juramentado un proyecto de ley para que se
establezca una reforma electoral y de recaudación de fondos de manera que se
paralice los excesos de cómo se costean las campañas políticas. También,
presentaré una resolución de investigación para ver la posibilidad que se adopte un
tope “Cap” en las campañas eleccionarias para los candidatos a presidentes y los
candidatos al congreso de los Estados Unidos.
Estoy comprometida ha hacer cambios inmediatos para liderar esta nación en
nueva dirección, terminar con la forma que se conducen los asuntos, y asegurarme
que nuestros lideres sirvan a los intereses del pueblo, no los intereses del
acaudalado. Para mí, este compromiso va más allá de nuestras vidas cuando sea
electa para representar la gente de Georgia en el Senado Federado, no a los
grandes intereses de esta nación. Mi meta es que se pueda lograr nuevamente la
confianza en el pueblo, la responsabilidad fiscal, la honestidad y un gobierno de
puertas abiertas en todos los niveles. Que se prohíba cualquier tipo de regalo o
transacción, y que los senadores se reporten sus finanzas a una oficina de informes
de ética gubernamental a nivel federal.
EDUCATION:
We know that the engine of our economy is truly the middle class and the working
class and that is why we must also work to make college tuition tax deductible for
everyone. As an education advocate, I know that the key to expanding opportunity is
to provide every child with a strong foundation of education and a better salary for
teachers. One can not go without the other, teachers and students.
I will also legislate to help expand educational opportunities for college by making
college tuition tax deductible, expanding Pell Grants, and study what possibilities are
to help cut student’s loan interest rates. College tuition paid Federal Government to
those students that work 10 hours a week. Create a broad-based college tuition tax
break for all Americans by providing a deduction of up to $10,000 for college tuition,
or a credit of up to $3,000.
Also, I will present a resolution to investigate the reasons why school and college
tuition is so expensive, and I will look for other avenues to make education affordable
and accessible to everyone. It is unacceptable to see that approximately only 25% of
the nation's students graduate from college. (Graduation 2007 Embry-Riddle
Aeronautical University).
Strengthening Our Schools:
I also want to make a commitment to review the Act "No Child Left Behind" and study
the effects of this act in education and its effectiveness.
Unfortunately, since the No Child Left Behind Act (NCLB) was enacted, funding has
been only half of what the act had authorized originally. This lack of funding has
placed undue burdens on states that must fulfill mandates from the law in order to
not further lose grants. By not providing enough initial funding, previous Congresses
have not given a real chance for states to make progress.
Georgia must ensure that all students receive a quality education so they may be
prepared to enter the workforce and our communities as productive citizens. In order
to guarantee students are educated in an atmosphere that is conducive to learning,
we must combat the issues of overcrowding of Georgia’s Schools by promoting
teacher recruitment programs and tax credits for building new facilities. Metro Atlanta
has the third-fastest growing child population in the country – some 120,000
schoolchildren will enter area schools over five years. Without additional schools and
teachers, many of our children may fall behind further.
As such, I support initiatives to expand programs that give incentive to individuals to
teach as a career. I will present and/or sponsor legislation that begins to identify and
support high school students who want to enter teaching early on. Funding would
support scholarships for students within or entering college, as well as professional
support for development of skills or certification for community college students.
Conditionally, the participants would be required to teach in public schools for four
years or three years in low-performing schools.
Elementary and Secondary Education
Education is the foundation of opportunity. A strong education system provides
Americans from across the country the knowledge and training they need to be
successful leaders and innovators of tomorrow. Education is primarily a state and
local responsibility in the United States. Of billions being spent nationwide on
education at all levels, about 90 percent comes from state, local, and private
sources. However, federal legislation significantly alters the landscape of elementary,
secondary, and higher education. I am committed to ensuring that accomplishments
on a federal level build a stronger education system with quality curriculum that
equips students to meet the domestic and global demands of the 21st century.
Reauthorizing No Child Left Behind
As a longtime supporter of public schools, I believe the government plays a crucial
role in guiding policy and providing the resources to help millions of Americans
become well-rounded and productive citizens. Our economy relies upon and benefits
from an educated workforce in all fields. As education is one of the most important
determinants in improving employment prospects and lifetime earning potential for
Americans, I am committed to investing in the future of our citizenry by improving
public education.
Six years ago, President Bush and the United States Congress sought to improve
student achievement by implementing measures for adequate yearly progress
(AYP), stronger accountability standards and objectives for proficiency. I have heard
concern from a number of educators about the impact of this law, namely how
standardized testing has undermined a meaningful educational experience for
students. While I wholly believe in helping American students become more proficient
in core subjects, I believe the standards we set at the federal level must be feasible
and practical accompanied by adequate federal funding to help our most needy
students and increase teachers salary.
Unfortunately, since the No Child Left Behind, Act (NCLB) was enacted; funding has
been only half of what the act had authorized originally. This lack of funding has
placed undue burdens on states that must fulfill mandates from the law in order to
not further lose grants. By not providing enough initial funding, previous Congresses
have not given a real chance for states to make progress. A Democratic U.S.
Senate, if we have majority, will vote to bring the 61.7 billions necessary for
education. These funds benefit literacy, early development, school improvement
projects and a host of other programs that will improve the lives of students in this
nation, young and old. I will continue to advocate for full funding for NCLB. Nosotros
sabemos que el motor de nuestra economía es verdaderamente la clase media y la
clase trabajadora es por eso que debemos de trabajar para que la educación
universitaria se pueda deducir cuando se radica la planilla para los impuestos,
Como luchadora por los derechos de una buena educación para todos, una
educación es la llave para expandir las oportunidades que se le puede proveer cada
niño y las mejorar el salario de los maestros. Una va con la otra, niños y maestros.
EDUCACION:
Voy a legislar para lograr expandir las oportunidades para que mas alumnos
puedan lograr estudiar en las universidades que los costos de la Universidad los
padres puedan deducir de los impuestos, expandir el programa de bacas “Pell
Grant” y ver que posibilidades para que los intereses de los prestamos estudiantes
de instituciones bancarias privadas no sean tan altos. Crear alivios contributivos
para todos los Americanos para deducir de la panilla 10,000 por los gastos
universitarios o una deducción (credit) de 3,000 dólares.
También, deseo hacer un compromiso de revisar la ley “No dejes los niños
Rezagados” = “No Child Left Behind” y estudiar los efectos de esta ley y si ha sido
efectiva, especialmente entre la comunidad hispana y oriental.
Desafortunadamente, desde que se aprobó la ley (NCLB) los fondos se han limitado
a solo la mitad de los que originalmente deberían ser asignados para que realmente
se pueda cumplir con el mandato de esta ley. La falta de fondos ha puesto una
carga adicional a los sistemas escolares, principales y maestros. La falta de fondos
como consecuencia trae mayores presiones para que los sistemas escolares
puedan cumplir con ley y no perder los fondos que se le han asignados.
Georgia debe asegurar que todos los alumnos reciban una educación de excelencia
y preparar a los alumnos para la fuerza laboral y ciudadanos productivos para
nuestra sociedad. Para garantizar que los alumnos puedan ser educados en una
atmósfera conductiva al aprendizaje, debemos de combatir el asunto de los salones
con demasiados estudiantes
Como vez debemos de apoyar iniciativas que expanda los programas que ofrecen
iniciativas para que personas se interesen por la carrera magisterial. Yo presentaré
y apoyaré legislación que identifique y apoye programas que motiven a los
estudiantes de escuela superior para que se motiven a entrar a la carrera
magisterial. Se proveerán fondos para desarrollar los programas de universidades
comunitarias. Para poder participar en estos programas tendría como condición que
los maestros en los sectores donde las escuelas tengan problemas de
aprovechamiento académico.
La educación es la fundación para las oportunidades. Un sistema de educación
debe proveer a todos los Americanos el conocimiento y el adiestramiento necesario
para ser líderes exitosos e innovadores para el futuro. La educación es una
responsabilidad primordialmente del estado, en este caso de Georgia. De todos los
millones que son invertidos en la educación el 90 por ciento viene del estado, del
gobierno local y fondos privados. Pero la legislación federal significativamente altera
la educación, primaria secundaria y a nivel universitario. Yo estoy comprometida en
asegurar a nivel federal una educación efectiva y fuerte con un currículo de calidad
que equipe a los alumnos para lograr las demanda global del sigo 21.
Ademas, estare sumamente atenta para asignar los fondos necesarios tanto
para las escuelas como para el aumento de salario de los maestros.
ENERGY INDEPENDENCE:
I will present bills and resolutions to study the “Green-House Effect” and to bring
possibilities for a cleaner, greener and stronger America, by reducing our
dependence on foreign oil, eliminating billions in subsidies for oil and gas companies
and use the savings to provide consumer relief and develop energy alternatives, and
investing in energy independent technology. Create a credit for homes that are
energy and water efficient.
Energy independence puts America in a better position to pursue affordable and
efficient energy solutions that will benefit all Americans, improve America's security,
reduce the burden on American families, and help clean our environment. American
families should not have to pay the price for a failed national energy policy. They
deserve an energy policy that creates a cleaner environment and stronger America
that reduces our dependence on foreign oil and also creates new jobs for American
workers. By clearing the pathways to innovation, investing in our workers and
infrastructure, and providing American consumers with broader, more responsible
choices, my ideas to study the problems the Americans confront will provide the tools
to help move America forward, toward real energy security for the 21st century.
ENERGIA E INDEPENDENCIA DEL CRUDO:
Yo presentaré proyectos de ley y resoluciones de investigación para estudiar el
“efecto del invernadero” y traer posibilidades para un ambiente limpio y una nación
que pueda depender menos de la dependencia del crudo, de manera que se pueda
eliminar los subsidios millonarios a las compañías del crudo y el gas natural y usar
los ahorros para proveer a los consumidores diferentes alternativas, he invertir en
energía que no dependa del crudo. Crear créditos y subsidios para los dueños de
hogares y hagan sus casas eficientes en el uso de energía y agua
La energía que podamos generar como nación pone a todos los americanos que
vivimos aquí en una mejor posición para lograr energía que sea con soluciones
eficientes y que los costos no sean exorbitantes para beneficiar a todos por igual,
mejora la seguridad nacional, reduce la carga en las familias y ayuda a mejorar el
ambiente.
Las familias no deben de pagar el precio de una reforma de energía que ha fallado,
y a su vez necesitamos de una reformar que cuide y limpie el ambiente. Todos los
ciudadanos americanos se merecen una política pública clara y definida que cree un
ambiente limpio y a su vez crea empleos para todos los americanos. Cuando se
aclare el camino que nos llevar a programas innovadores, que podamos invertir en
nuestros trabajadores y en la infraestructura y proveer a la ciudadanía diferentes
alternativas energéticas, mis ideas son estudiar el problema y proveer las
herramientas necesarias para que esta nación siga adelante y asegurar una
política pública energética nacional segura para afrontar el siglo 21 y las nuevas
generaciones por venir.
IMMIGRATION:
The immigration system is in need of an immediate reform. The immigration law is
without a doubt a “dead law”. The problem is not simple or easy to resolve, and we
need to look for realistic and practical solution to something that we have permitted
and at the same time we have been accomplice all this time.
Also, to solve the estimated 12, 000 million undocumented people that are in United
States is not going to be an easy task or something that we can resolve overnight.
We must establish a balance between what we need to do with undocumented
people and to accept the reality that they live among us, work among us, and they
are part of our economy and our society.
We must establish a balance between enforcement of the immigration law and
bringing the estimated 12 million undocumented immigrants from the shadows to be
full contributors members of our society.
We need to reform the immigration law to regulate the flow of immigrants into the
country, but in this process we have to do it in a dignifying way and without violating
human rights. We must find ways to deal with the current immigration population that
is fair and humane.
It is very possible that the immigration problem and the way we enact new legislation
can actually be used as an opportunity to heal some of the open wounds and
antagonism the Republicans have created against the “latino” community, and to
start the healing process.
We are a nation with high-tech military equipment, with the manpower and knowledge
to protect our borders not only with Mexico, but also with Canada plus all the people
that come through our airports and points of entrances. We don’t need to construct
walls that send the wrong message to the world that we are a country that don’t
believe in democracy, and that we are not sensitive to other countries’ needs. This is
a nation where everybody comes to pursue the American dream and I hope its stay
that way.
I support an immigration law that gives legal status to those who are willing to go to
the very back of the line for citizenship, pay back taxes, learn English, acculturation,
no crime committed, and then only after all those conditions are met would they be
granted the opportunity to stay legally in the United States. Also, for all the people is
waiting to come to this country to accelerate their visas. I also support an effective
and agile “Work’s Interchange Program”.
INMIGRACION:
La ley de inmigración necesita ser reformada debido a que es letra muerta. El
problema no es sencillo ni a fácil de resolver. Y necesitamos buscar soluciones
reales y prácticas para resolver un problema que hemos sido cómplices todo este
tiempo y permitimos que la inmigración llegara a ser un problema de gran magnitud.
Además, para poder resolver el problema de los 12,000 millones de personas
indocumentadas que se encuentran en los Estados Unidos no va ha ser tarea fácil,
ni tampoco va ha ser un problema que se pueda resolver de la noche a la mañana.
Debemos de establecer un balance entre lo que necesitamos hacer con las
personas indocumentadas y aceptar la realidad que ellos viven, trabajan aquí, y
aportan a nuestra economía y a nuestra sociedad.
Debemos de establecer un balance entre como se va a llevar a cabo la ley e
identificar las personas indocumentadas para lograr que sean contribuyentes con
las responsabilidades fiscales y tributarias de nuestra sociedad.
Necesitamos reformar la ley de inmigración y proveerle los fondos necesarios para
regular el flujo de personas inmigrantes que entra al país, pero en el proceso tanto
de aplicar la ley debemos de asegurarnos que no se violenten los derecho
humanos. Debemos buscar soluciones al problema que sea justo y humano.
Es posible que el problema de inmigración y en la forma que se legisle puede traer
oportunidades para sanar las heridas que ha traído el antagonismo causado por el
partido republicano y en contra de la comunidad Latina y comenzar un proceso de
sanación.
Nosotros somos una nación de alta tecnología y equipo militar, con el personal y el
conocimiento para proteger las fronteras de Méjico, pero también la frontera de
Canadá o los que entrar a este país por avión. Nosotros no tenemos que construir
una pared que le envía un mensaje erróneo al mundo y que no somos sensitivos a
los problemas de los países hermanos y que no creemos en la democracia o que
todos podamos lograr el sueño Americano.
Yo apoyo una ley de inmigración que le otorgue status legal a aquellos que estén
dispuestos a estar al final de la línea para lograr la ciudadanía, pagar impuestos,
aprender inglés, aculturación, no haber cometido ningún crimen y después que
todas esas condiciones se den, entonces se le conceda la oportunidad de quedarse
en los E.E.U.U. legalmente. Que se aceleren las visas y permisos para entrar a los
estados unidos. Yo apoyare cualquier legislación que establezca un “Programa para
Permisos de Trabajo” que sea mas agil y eficiente.
